Wish for Duplicate inplace and resize from centre

Wish for Duplicate inplace and resize from centre with constrain at the moment you can do one or the other inside
tools/options/pick tool
but you cant select both
or am I missing something?

If you wish to resize from the center simply hold down the SHIFT key while dragging the bounding box. If want more accuracy open the Transformations docker and you can resize to a value there, set the anchor point to center.

If you wish to duplicate in place use the + key on the numeric keypad. This will create a duplicate directly on top of the other object.
